what are chances of healthy baby if IUGR detected in 18 weeks of pregnancy?

Somewhere between twelve and eighteen weeks the growth of my fetus slowed down dramatically. It is now behind by three to four weeks. Two of my doctors do not see much hope but the third doctor only tells me that the baby is still moving, has plenty of ammonic fluid and also good heart rate, so we are monitoring and waiting. My question here is any one experiences the same and what are the chances of a healthy baby if IUGR detected in the 18 weeks? Is there any cure for IUGR now for my fetus? Any help will be deeply appreciated.
